Without anymore detail, I can only assume you are referring to a loopback interface on a router.
A loopback interface, or virtual interface, is essentially a reference to a network which does not exist. Like a placeholder.
It can be used to test certain things, but its true purpose does not really come in to light until you dive deep in to the configuration of routing protocols.
Certain routing protocols which experience problems when an interface comes up and down (referred to as a "flapping" interface). The loopback ensures that the protocol "thinks" that a link is up and therefore will not turn it self off or advertise disruptive information to other routers.
A virtual interface is simply one of those issues that is crucial, and that necessitates knowledgeable intervention regarding
