I disagree. Sno517 is giving the reader a checklist of things to review, and in this form the main points might be noted as:
1. Completeness
2. Syntax
3. Manners
4. Spelling & grammar
and in this context "Spelling & grammar" is one category, for which the singular "is" would be the correct choice.

Doesn't have to be. That's old english but still legit. I'm a little surprised that you didn't mention something like know what you are talking about and give a correct answer.
